Why would a scheme want a by-law to regulate its CCTV camera usage?

The use of, and access to, material recorded on CCTV can be contentious, particularly given that it is often said to be a privacy issue.
It is typically preferable to establish a process for access and use of material (before a dispute arises) to ensure that there are adequate safeguards in place.
This also increases the likelihood that the owners corporation’s preferred process is implemented rather than have a third party (such as the Tribunal) determine this, as NCAT will likely favour an existing process that is reasonable and has been approved by special resolution.
